Changes since build 6

• Live ticks will not be dropped due to being out of order if time difference is less than 0.5 seconds.
• Only tick types of trade, bid, and ask will be dropped because the time is outside of exchange hours.
• "Not expecting partial bar" error in live systems should be fixed
• Fixed problem that could occur with currency conversion when end date was specified and system was run live.
• Live data streaming will now stop if there is an error writing ticks to the data store instead of repeatedly throwing exceptions.
• Fixed Oanda interest rate plugin to work regardless of current culture settings.
• Optimization results can now be exported to CSV, tab separated, or HTML file.
• Fixed a bug with loading open forex positions in a live system
• Updated system results charts to use new charting library which should work in 64 bits.
• Updated IB plugin to correctly parse decimals in exponential notation, which will probably fix the FormatExceptions that were occurring.
